In Australia, the official check is a PPSR vehicle search using the vehicle's VIN or chassis number.
What the PPSR tells you
A PPSR search tells you whether a security interest is recorded against the vehicle. A security interest can mean a lender or other secured party has an interest in the car, creating a repossession risk even after a private buyer has paid for it. The certificate may also include available written-off and stolen information.
Do not rely on the number plate
The official PPSR vehicle search uses the VIN or chassis number. PPSR guidance says you cannot run this vehicle search using only the number plate or engine number.
When should I search?
For the strongest protection described by the PPSR, search against the correct serial number on the actual day of the sale or the day before and keep the certificate. If the search shows a registered security interest, PPSR guidance says to speak to the seller about having it removed before buying.
